It had all gone quiet on the bridge front but Andy Moon says that funding has been secured for a feasibility study.

Whose money? PCC?
Taxpayers.
Feasibility study, planning permission, fuck arsing about, build the bridge, have another think about whether we can fill the new stand, more fuck arsing about, planning permission, Eisner operating a digger in a hard hat - 15 years later we might get somewhere.

1/3 PCC. 1/3 Pompey, 1/3 Railway thingy.
Apparently the feasibility study is being paid by Pompey and PCC . Network Rail are paying in ‘kind’. So a feasibility study to decide the need for a much needed bridge that probably won’t be built for a decade.
