and the land is known to be polluted under the milton end and almost certainly under the old north terrace. Clinker at the very least. Developers never pay for that, its left to the councils to do it first.
And actually, the council protected the site use for sports use when the club was under threat

Actually Chief exec said at the end that the contractors have managed to free up an extra 500 or so seats immediately.
Without the work now planned he was discussing max capacity of approx 10-12k
