Fines contribute towards funding some youth events and academy player development so not just profiteering for the league.
LFE (League Football Education) which looks after youth player education (BTEC, A levels, well being etc) is just waiting for confirmation of funding to take released U18's or 1st year pro's on a tour of Australia and USA to try and gain sports scholarships at Uni's or get them Pro contracts in those countries - so these fines don't just line the leagues pockets
If these projects are funded by proceeds from fines, then the efl is relieved from having to fund them so they do save money.
