Yes, that does appear to be exactly what is happening. I'd make a slight tweak to your point though. The business model to buy young or undervalued players is a good strategy. However it is just so incredibly badly executed.
To do this you need far more (high quality) people across your academy, coaching staff and scouting network. We fail in all these departments so it's no surprise we are in the mess we are in. The "head coach" is just one big disfunction cog in an entirely dysfunctional organisation.
