I don't understand why football has been singled out by the H&S brigade for railed seating?
The introduction of all seater stadiums which came about as a result of a number of tragic events (most notably Hillsborough) has undoubtedly and significantly improved safety as well as eradicated much of the mindless hooliganism that was once the scourge of English football in the 70's / 80's. So what does railed seating add? How many incidents have there been of spectators falling to their death when standing at their seat? And if standing is considered such a high risk, then why don't the Authorities impose the same requirement at Twickenham or the O2??
For me it's yet another examples of the Nanny State over stepping the mark.
